Disable dropping of debug privileges

This PR fixes the issue I have stumbled upon in x64dbg: https://github.com/x64dbg/x64dbg/issues/1190

Basically this removes all code which drop Debug Privilegs for current process.

I don't know why it is like that right now, if there are negative side effects of this change, nor if this is a right approach at all. Nonetheless, I have decided to share my findings, maybe this will be at least a good starting point of fixing #1190 in x64dbg.
