Change default send to players in country

change the selection to (spam/send) to players in your country from all city all (on and offline) to only in your own city and online to prevent to much msg's send to offline players (see attachment)

Great idea prevent the nightly spamm we now get.

We will likely add in the default of online, but we are hesitant to add in the default of own city.
