Cap placement after cap kick

Currently it just looks at the avaliable city size for the new cap placement, other then that it is completly random. I would like to see it less random.

Ideas: * Check for large cities with a lot of commanders in it. * Check for terrain type, whichever suits the country more gets taken / higher chance.

Combinations are possible. Anyone else has ideas?

    We researched this and found that this is not as random as you think - it selects your LARGEST city and sets that as a capital.

    This will likely be changed for V2 to work out which is the best city for your nation.
