I remember back in the day there was a surrender button that was in the HQ. Once 60% of the country agreed to a surrender the country was defeated without having to be dropped on. This might aid in the fun of the game due to the super stacks nuking 5 countries on the first day. People would be able to walk away without a decimated army as well.
