Inconsistent Program Running alarms

/programs/fectrl/alarm class is set to "Alarm" /alarms/fectrl/alarm class is set to "Warning"

If fectrl is not running, only the warning alarm fires (and does not stop the run).

It took me a while to figure out why the Programs page says "Alarm", but the red alarm does not fire and the run does not stop.

This is inconsistent and surprising. The alarm class should be set in one place, not in different two places.
