alarm sound and speaking default to "off"

We have complaints (from ALPHA experiment and from KO) about unexpected alarm sound and unexpected speech from MIDAS. It is especially unpleasant and disruptive it it happens at night when sleeping.

Typically, these unwanted sounds happen when opening a midas web page on a new computer or in a new web browser: alarm sound and speech is “on” by default and must be disabled in each computer, each browser individually. (also I have seen midas settings mysteriously changing from “sound=off” to “sound=on”).

Specifically, for the ALPHA experiment, the desire is to have sound=off by default, and enable it only for the one main computer in the counting room.

One possible solution is to have an ODB setting, i.e. “/Experiment/Enable sound”. For backward compatibility, default value would be “on”. Experiments like ALPHA can set it to “off”.
