Run number not incremented if transition is called with default argument of 0

According to the documentation, an argument of 0 as the run_number to cm_transition should increment the previous run number by 1. This is not done, which prevents run starts. Should happen in midas.c cm_transition_2(...) in the if block at Line 4171 in the mu3e repo version and Line 4353 on the develop branch.
