mdocml: remove HAVE_FGETLN/compat_fgetln.c and add HAVE_GETLINE/compat_getline.c

Takehiko NOZAKI repo owner created an issue

replacing from non-portable fgetln(3) to POSIX getline(3) is done, but compatibility layer lacks getline(3) emulation.
