libintl: LANGUAGE env var is not ignored when LANG=C.

GNU libintl may ignore LANGUAGE env var when LANG/LC_* is C but Citrus libintl doesn't. https://www.gnu.org/software/gettext/manual/html_chapter/gettext_16.html#The-LANGUAGE-variable
