Takehiko NOZAKI repo owner created an issue 2014-07-21

LC_* database implementation without citrus(localeio.c) was already killed, so localeio.h must die.
nb_lc_*_misc.h is shared file between citrus and localeio.c, so no need to be separated anymore, merge it into citrus_lc_*.c.
