UTF-5 encoding support(for compatibiliy for xyzzy)

i know this is obsolete I-D and Internationalized Domain Name now uses Punycode. but unfortunately xyzzy editor supports read/write UTF-5 document.

i believe iconv should support all encoding that supported by text editors that ever exists. so citrus iconv should do.
