Notification emails are sent to inactive users

Notification emails should not be sent to users that have been marked as being inactive.

In our case, we have a retired physicist marked as an in-active user in QATrack. However, since we've set a notification subscription to be sent to the physicists -- this user continues to receive emails. I could remove his email from the system or change the user type, but ideally I would suggest that QATrack no longer sends any emails to in-active users.
