Investigate switching to WhiteNoise for static assets.

Whitenoise seems to be very simple to get going with and fairly efficient. Would also make deployment simpler for people since there are fewer URL Rewrite rules to create in IIS.

    Investigated some more and Whitenoise is not suitable for serving user uploaded files (MEDIA_FILES) and doesn’t provide a big enough benefit to switch I don’t think.
