Improved service event notifications

I’m sure this is on the list of things to do, but I couldn’t find an open issue about it to track when it’s fixed, so here goes: the service event notifications need to be more fine-grained. For example, notifications only when a new service event is open or when a status changes, but not on every single edit of an event.

    Yes for sure. Definitely lots of area for improvement here. Possible breakdown:

    [ ] Service Event Created
    [ ] Service Event Updated (possibly allow only sending notifications when certain fields are updated)
    [ ] Return to Service QC Completed
    [ ] Service Events awaiting review (analogous to QC awaiting review)
    [ ] Return to Service QC awaiting review? (maybe this is adequately covered by QC awaiting review notices?)

    The Service Log notifications have been expanded to:

     Notify when a Service Event is created or modified in any way
    Notify when a Service Event is created
    Notify when a Service Event is modified in any way
    Notify when a Service Event Status is changed
    Notify when Return To Service QC is changed
    Notify when Return To Service QC is performed
    Notify when Return To Service QC is approved
    

    And a new "Service Log Review" notification analogous to the QC Review notices.
