'Release' menu in board screen fails with Error 400

I’ve got the Manage Versions permission added to a user. When I login as that user i try to use the Release button’s Release Existing Version in the board and get the attached error. (Failed to load release candidates Error 400). I get a different error when i select “New Version” (Failed loading issues with error: Error: 400:).

Is there another permission i need to grant for the add-on to work properly?
