Why does **TortoiseHg Overlay Icon Server** run in the background?

I use a few different Tortoise distributions—including TortoiseGIT—but TortoiseHg is the only one which requires an {{{icon overlay}}} server to run in the background.

Is this an architecture design choice, or would it be possible to not run TortoiseHg eternally in the background?

    TortoiseHg is written in Python, like Mercurial itself. The TortoiseOverlayServer is necessary because we didn't want a Python interpreter to be created in-process with every shell instance.
