I have the same problem, using as "server" TortoiseHg version 2.11.1 / Mercurial-2.9.1 / Windows 7, 64 bit. It is indeed reproducible running "hg serve" from a command-line. Normally I have largefiles enabled on a per-repo basis. However, enabling largefiles in my (server-side) mercurial.ini does not help.
