noetic: nlopt-cxx-dev should be a build_export_depend

As through trac_ik_lib's headers the headers of nlopt are exposed (see here) they should also be defined as build_export_depend in the package.xml

Currently, they are only defined as build_depend which breaks as soon as another package uses trac_ik_lib and we try to compile it in a clean container using only rosdep to install the dependency.

Coming back on this: Any chance that there will be a binary release including this fix? Apart from our use case, this seems also to trouble other users such as https://github.com/ros-industrial/stomp_ros/pull/37.
