Add sampling option for metric retention

Add a config option for a sample rate. This will be a number from 0.0 to 1.0 to indicate how much of the log data to look at. (The rest will be discarded)

Advantages: less memory use, faster processing time

Disadvantages: for small data sets, not using all available data could skew results.
