Tagging: direct tagging from cli

We need ability to pass text to cli.py and get the result in conll or brat.

@tony this is a very minor issue, but when we run this, it shouldn't be even looking for the 'datasetPath' variable, since it is simply writing to the terminal and not saving anything.
