Make liberasurecode logging configurable

liberasurecode uses syslog by default and there is no way to configure the log target, log level at the liberasurecode API level. Also no ability to turn logging off completely. This issue is to track any logging enhancements.

I'm going to work on supporting different log levels first. After that, I'll add the ability to log to stdout/stderr, as well as syslog. The last one is probably the ability to log to a file. I'll work on that after the other two tasks are done.
