Offer a HTML-only output if no Javascript is detected

While developing a piece of software like web2itter we tend to think only on desktop usage, with full featured web browser. But Twitter and other microblogs have a popular usage on cellphones and tablets that, sometimes, lack on Javascript and CSS support.

Keeping that in mind, web2itter should perform a Javascript check on the first load. If it does not detect Javascript capability on the user's browser, it would redirect the user to a static page, HTML only (without even CSS) to still serve content to this user.

Auto-refresh can still be done with pure HTML using META REFESH tag.
