looked into this and not sure if it makes sense. When you boot from the recovery partition, you can't install different OS's from what found. For example, we have a 2015 MacBook that had 10.14 on it. When we boot into the recovery partition, it is 10.14 and when we try to install 10.13 it fails since it says it had a newer OS on it.
