Install scripts only does not get run

If a workflow only contains a resource that installs scripts, this will not get run in 1.4 build 9998.

fixed in 10037 or later. please verify and close

Build 10013 still has this issue for this scenario:

• No install macOS
• Resources panel only has scripts folder
• No Options panel choices selected

When saved to volume, a package gets added to internal packages folder for this workflow but no reference to internal packages path is added to config.plist.

Still having trouble. Path gets added to plist and Imagr appears to run the workflow successfully but expected result of scripts not observed afterward.

Concluded scripts only option may not be relevant when selected without installing macOS. Table for now and consider refactoring this config option from UI in later version.
