"Extra packages" warning shown when changing package to before macOS

After saving a workflow to volume once, if the workflow is edited to change a package resource to be installed before macOS, the "Extra packages" warning is shown saying that the package will be moved to a disabled folder.

It seems this message is being shown when it should not be. Instead of moving the package to a disabled folder, MDS moves it to PreOS as expected. So behavior is correct but warning shown is not.
