Resource install-order selection popover misrendered

If a workflow is edited to change a resource install-order from "before macOS" back to "after macOS", the popover selection will temporarily show "0" for the order selection. If the popover is opened again or if the workflow is saved, the order selected appears to be updated correctly, though, so the issue is only temporary on initial change to the selection.
