Error saving to volume with Chinese characters in User Account settings

Adding Chinese characters in User Account panel settings caused an error when saving to volume stating there was an error creating user package.

Adding Chinese characters in User Account panel settings caused an error when saving to volume stating there was an error creating user package.

Confirmed this is still occurring. Specifically caused by unicode character in Short Name parameter.

Confirmed that macOS User Preferences does not allow this either.
