Packages option to set first-boot does not show correctly when folder contains only apps

On Resources panel when choosing a folder for Packages & Apps, if the chosen folder only contains apps there is a problem when displaying the UI to select install on first-boot. With only apps in the folder the first-boot selector UI shows as blank. If the folder contains packages then the first-boot selector UI shows as expected.

This is kinda expected. You can only add in sorting to packages, and apps are not packages until ‘later’. holding until reported by someone external.
