No-name user account created when installing macOS without erase

If a workflow installs macOS without erase, and also adds a user account, the user account is created but leaves the user name blank.

Confirmed this is still occurring as of v1.9 build 19075.

Looks like the UID is 501 and that is the standard UID of the first user. Can you try using a UID of 700 and see if it still happens?
