skip setup assistant only works if installing an OS

Either we should be able to skip setup assistant without installing an OS, or the option to skip setup assistant should not be selectable unless an OS is being installed

reporter okay I think this is my impatience. I thought it would touch .AppleSetupDone before the first reboot. I have a bunch of scripts and pkgs installing on first boot so it takes a while and there's nothing showing but the setup screen.

I looked at the code and it should work as you expected (I was mistaken when I thought it wouldn't work). The script is put in a package and marked as "first_boot" so it gets installed after you reboot into the macOS, then it should run, reboot again, and not show the setup assistant. What was you experience? What version of MDS did you try it on? Can you try it on MDS 1.6?
