Issue with running packages only

I am having an issue when running packages only on a clean Mojave system. I am trying to install using the "When running Workflow" option. I get an error when trying to install Office 365 and Malwarebytes. It says that it cannot install and the log file says " No handlers could be found for logger Imagr"

It works if I choose the "On First Boot" option, but I would prefer this to install during the workflow process.

Can you attach the /var/log/install.log? This would be on the recovery / external booted system that is running the installer.
