Workflow import from 1.7 loses user account info

When importing workflows that were exported from 1.7 the user account info appears to get lost. In the attached example, workflows 1, 11, and 12 have user account info that does not get shown once imported into 1.8.

Also, if these same workflows are left in place when running 1.7 and then upgrading to 1.8, the user account is not lost. So this issue only affects import.
