Catalina Recovery failed to use hdituil command

I am testing under macos catalina 10.15 beta system and found that when I input hdiutil mount or attach in the recovery terminal, I get an error. “attach failed - No child processes”

How can I fix it?

But I guess this may be a bug related to the system version.

Same on Beta2, it’s an “Apple” bug.
