Munki configuration needs to be run before package installs

Tried adding a script to a workflow that would run a Munki command. Script did not succeed because Munki config was not yet set.

Workflow components: reinstall macOS, create user, skip setup, configure Munki, install Munki Tools package, run new Munki script.
