Use a Single Repository for Packages and other Resources and ability to select which ones to install or exclude on specific workflow.

Add “Do not Install/Include” on the drop down box if you dont need an specific app for that workflow. Same thing with Scripts and Profiles.

Agreed – rather than a yes/no dropdown for every item in the repo in every workflow, though, maybe just a “select packages” button that shows the list of items in the repo. multi-checkbox or multi-select and then “add to workflow”

On the workflow screen, you could then pick install option (first boot, etc.) for each package that’s been added to that workflow.

I like that, checkboxes with select all and then just deselect packages you don't want to be installed.

fixed in #20828 or later. list now includes a "enable" check box!
