Error creating user package

When saving a workflow to volume that creates a user account, an error message is shown stating “Error creating user package…” however all user account values appear to be acceptable.

Not sure if this is related but I just found that the certificate for the signing entity being used was expired when this issue occurred.

I disabled Sign Packages and this issue no longer occurred. Looks to be related to expired signing entity.
