Resources panel does not have option for "when first user logs in"

When adding items to the Resources panel, the up/down arrow controls do not display the “when first user logs in” option displayed in the “what’s new” video.

Correction: this option sometimes does not appear the first time the option list is shown, but if it is closed and then reopened it will be shown. Example workflow with this happening is: reinstall macOS, add packages to install firefox and chrome.
