Issues with Resources order selection

For a workflow that does not install macOS, there appears to be a problem with the choices selected for Scripts “before packages” vs. “after first boot”. When running this workflow, the Packages items appeared to be installed “when running workflow” as selected, but scripts were installed after first boot despite being set as “before packages”.

There also may be an issue with the order options currently presented on the Resources panel for Profiles.
