On Reboot, Root is logged in at Login Window

On Reboot after 10.14.6 build, Root is logged in at Login Window, login window is in background with active dock and menu bar for Root User.

Colleague is testing a client build before going on site with it

Erase and Install was used,

No Scripts

Mike, can you try this without packages? I reinstalled 10.14.6 with MDS yesterday and didn’t see anything unusual.

Seemed to be one of the packages causing the issue as far as I can tell. Did not have time to check which one unfortunately.
