Shutdown after workflow does not work with reinstall macOS

There may be an issue with the new option on Resources panel for restart/shutdown when macOS is installed. I ran a workflow that had reinstall macOS, install packages, and after running workflow Shutdown. The workflow completed but did not shut down the machine afterward. Instead it restarted and completed the macOS install, finishing on the setup screen.
