Problem with workflow logging and log viewer

Workflow logging does not appear to work. No output shown in log viewer when workflows were run.

Also the button “Stop Log Viewer” shows no change when clicked.

Also the Log Viewer window title says “Untitled”.

fixed in 19102. Added in error message if something else is using port 8080.
