Problem with run software update

The option to run software update after macOS is installed does not appear to work. A workflow was run that was set to reinstall macOS 10.14.4, run software update, create 2 user accounts, add all option from the Options panel, and have no content on the Resources panel. The workflow completed as expected but the machine remained at 10.14.4.

The target machine also restarted automatically about 30 seconds after initial boot up after workflow completion, for no apparent reason or result.

When checking software update manually, Preferences briefly showed that the machine was up to date at 10.14.4, but then shortly after showed that 10.14.6 was available.
