Error reopening logger window

Log viewer reports an error if the log window is closed and then reopened shortly after. It reports that something else is using the port. Restarting MDS clears the issue.

No error occurs if the user clicks the Stop button before closing the log window, then reopens the log window and clicks Start. If instead the user closes the log window without clicking Stop, the error will occur. It appears the problem is related specifically to stopping the web server when the log window is closed.
