Unexpected warning shown when workflow does not include packages

Scenario:

• Clear MDS preferences
• Create new workflow
• Leave packages option unchecked
• Save to Volume

Warning is shown stating that the resource folder in workflow does not contain any packages, event though there should be no resource folder for the workflow.

Warning no longer shown if a folder is added and then check box is unchecked.
