MacOS install without erase skips other items when OS version already installed

If a workflow installs macOS without erase, and then also creates a user account, there can be a problem if the current OS version for a machine is the same as the workflow version. In this scenario, the workflow would complete very quickly and report as successful, however since no OS install would get performed there would also be no user account created. This could be an issue for an admin running a workflow on several machines of unknown macOS version that need the user account to be created or other packages to be installed.

    Let’s put this on hold and see if others are affected by it. Seems that it would happen rarely and might actually be expected behavior.
