Skip Setup assistant doesn't skip all

In build 94, in the options tab of workflows, I have skip setup assistant checked, but it is not skipping, Siri, Touch ID, privacy, dark or light appearance, True Tone, or Screen Time. To get around this, I created a Config profile for those items… however… because MDS installs profiles last, it doesn’t necessarily help.

Mojave.

I did previous have Catalina on the machine I was testing but I rolled it back to Mojave. The recovery partition is Mojave.
