Scripts package is not added if Packages & Apps Folder is not set

If a workflow has a scripts folder set but the folder for "Packages & Apps" was never set, "Save to Volume" will say it completes successfully but will add a scripts item to config.plist and not create the related scripts pkg file. The workflow will then fail when it is run when it can't find the required scripts pkg file.
