Needs to be more clear what works/doesn't work when installing OS vs. Do not Install macOS

I’d like to be able to turn off setup assistant when running a “Do not install macOS” workflow but evidently that’s not possible. Please make it more clear what works/doesn't work by greying out choices. If I choose “Do not install macOS” and turning off Setup Assistant doesn’t work when I do that, then the option should be greyed out.

is it possible this is working, but doesn’t show correctly until after a reboot? From looking at the code, the skip setup assistant file should get written at first boot, but the setup assistant might still be showing. Adding in a restart should do the correct thing.
