Workflow did not shutdown when set to do so after installing macOS and packages

When running workflow 6 the machine did not shutdown as expected after the workflow finished. The workflow erased and installed macOS 10.14, renamed the volume, and was set to shutdown after installing macOS and packages. It also installed Munki tools package, installed profiles, created one user, disabled SIP, and configured the client for Munki.

After the workflow completed the machine went into Setup Assistant and then booted to macOS desktop. No shutdown was observed.

Can you set this up to replicate? I reviewed the config and the reboot setting is there in the zz_ package (after 1 minute).
