First boot package installer goes into loop after getting "Certificate used to sign package is not trusted" error

When installing packages at first boot with MDS and getting a "Certificate used to sign package is not trusted" error, MDS just keeps trying to run the package in a loop forever. If the package fails it should either move on to the next one or drop out gracefully.

I have a pkg that was set for first boot and fails to install, also keeps trying forever.

This was with the latest Mojave build on the target machine.
